Title: Final Review of the National Social Protection Strategy 2021–25 in the Lao People’s Democratic Republic

The National Social Protection Strategy (NSPS) envisions that by 2030, Lao people will have access to basic social protection, consisting of health insurance, social security and social welfare, in an equitable, adequate, effective and sustainable way. ILO in coordination with UN agencies in Lao PDR conducted a final review of the performance and impact of the NSPS from 2021 to 2025.
The report offers an evaluative assessment of the NSPS, combining monitoring data, qualitative inquiry and analytic frameworks. It includes a comparative analysis of the national strategies from some ASEAN countries, to extract good practices and benchmark the NSPS against global standards and regional peers as part of designing the new NSPS 2026–30.
