Ministry of Finance, U.S. Embassy, and UNOPS Break Ground on New Customs Headquarters and Training Center in Vientiane

Vientiane, Lao PDR, May 14, 2024 - In a significant step toward strengthening border control and enhancing public service delivery in Lao PDR, the Ministry of Finance, the U.S. Embassy, and UNOPS held a groundbreaking ceremony today for a new headquarters and training center for the Lao Department of Customs. Located in Vientiane, the new 5,000-square-meter, five-storey facility is designed to be functional, inclusive, and climate-resilient.

The project builds on the successful completion of Phase 1, during which UNOPS designed the headquarters and delivered two specialized warehouses for the secure storage of confiscated items, demonstrating progress toward improved customs enforcement capacity.

Funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) and implemented by UNOPS, the initiative aims to improve customs operations through modern infrastructure that reflects both international standards and local architectural identity. Once completed, the building will house the Department’s Training, Investigation, and Legal Divisions, and feature a dedicated training center with capacity for up to 200 staff. The facility will serve as a sustainable platform for capacity building, knowledge exchange, and improved operational efficiency—contributing directly to the Government of Lao PDR’s National Socio-Economic Development Plan and broader governance and rule of law objectives.

The ceremony was attended by key representatives from the Government of Lao PDR and international partners, including Minister of Finance H.E. Santiphab Phomvihan, U.S. Ambassador to Lao PDR H.E. Heather Variava, UN Resident Coordinator in Lao PDR Mr. Bakhodir Burkhanov, Director General of the Department of Customs Mr. Phoukhaokham Vanavongxay, and UNOPS Director for South East Asia and Pacific Ms. Samina Kadwani. 

During the event, H.E. Heather Variava, the U.S. Ambassador to Lao PDR, emphasized that the new facility will significantly enhance operational and training capacity, providing a strong foundation to confront transnational crimes.

UN Resident Coordinator in Lao PDR Mr. Bakhodir Burkhanov remarked, “This project is more than infrastructure; it’s a commitment to sustainable development. By creating a modern workspace and a training hub, the project ensures the Department of Customs can serve diverse communities effectively and professionally.”

Director General of the Department of Customs Mr. Phoukhaokham Vanavongxay stated that, “In an ever-evolving world, the role of customs officials is crucial to international trade. I sincerely hope the Customs Training Center will be utilized to its fullest potential in enhancing the capabilities of our customs officials, aligning their skills with international standards, and contributing to the continuous improvement of professional practices in service of the nation and the people.”

Ms. Samina Kadwani, UNOPS Director for South East Asia and Pacific, added, “This project aligns with our mission to deliver practical solutions that enhance public services and empower communities. Through the responsible use of funding, including adherence to health, safety, and environmental standards, we are ensuring that this building not only serves the immediate needs of the Department of Customs but also contributes to the long-term governance and institutional goals of the Government of Lao PDR.”
