Background

The International Trade Centre (ITC) is the joint agency of the World Trade Organization and the United Nations. ITC is fully dedicated to supporting the internationalization of micro, small and medium-sized enterprises.

As part of the ITC mandate of fostering sustainable development through increased trade opportunities, the ARISE+ Lao People’s Democratic Republic project promotes inclusive eco-nomic growth, climate change resilience, mitigating vulnerability and job creation in the coun-try.

The project gears towards improving the country’s overall business environment and increas-ing its participation in global value chains in two sectors: wood processing and coffee. During the project period (2018-2022), the European Union-funded project will support the country’s regional economic integration under the European Union (EU) 2014-2020 Multiannual Indica-tive Programme for Asia.

The project’s main partner is the Ministry of Industry and Commerce (MoIC) through its Na-tional Implementation Unit. An ITC Project Coordination Office, based in the Ministry of Indus-try and Commerce, supports the project implementation. A communication strategy is part of the Contribution Agreement, which is set to inform, mobilize and influence a wide range of stakeholders around the project. Based on this strategy, ITC has developed a communication plan to implement the communication-related activities

Description of Duties/Responsibilities

ITC is looking for a Communications Consultants to be based in Vientiane or surroundings from 15 November 2020 to 31 January 2021, for a total of 30 working days. Under the guid-ance of the Project Manager, Division of Country Programmes / Office for Asia and the Pacific

(DCP/OAP) (based in Geneva), and in close collaboration with the Senior Programme Man-ager of ARISE+ Lao People’s Democratic Republic (based in Vientiane) and the communica-tion focal point in the ITC Communications and Events team (based in Geneva), the consultant will support the implementation of the project communication plan. This will include the follow-ing tasks:

• Set up a periodicity of the different communications outputs (e-newsletter, articles, Fa-cebook posts in Lao, corporate Facebook posts, etc.) through a calendar or any other relevant tool

• Populate the Facebook page of the project

• Design and launch an information campaign to promote the project main objectives

• Contribute to the content production of project stories for multiple media channels, including websites, social media and media

• Contribute to the drafting and publishing of other communication outputs, such as ar-ticles in press media, video documentaries, etc.

• Interview beneficiaries and draft content based on these Liaise with media focal points for collaboration as needed

• Lead and measure social media outreach in local language to reach a wide range of beneficiaries and target audience

• Participate in the meetings of the project communication working group.

Education and Work experience:

• Master Degree or equivalent in Mass Communication, Journalism or social sciences.

• 4-7 years of progressively responsible experience in a similar role preferably with UN/international organizations or media.

Language Requirements:

• Advanced English with strong written and oral communication skills is essential. Na-tive Lao language mandatory.

Required knowledge and skills:

• Very good understanding of public and private media in Laos.

• Ability to work in multi-disciplinary and multi-cultural teams is essential.

• A track-record of engaging with media and social media.

• Excellent writing and communication skills

Desirable knowledge and skills:

• Knowledge of the UN system and procedures or experience of EU-related projects would be an asset
