The World Health Organization has a vacancy for the position of:
MSS and Data National Consultant (WHO Health Emergencies Programme)
(Short Term Consultant, for initial period of 6 Months)
Purpose of the Post:
To provide technical assistance in strengthening surveillance and response for acute public health events including COVID-19. To provide technical assistance in coordinating and implementing multisource surveillance for response decision making through the Public Health Emergency Operations Center (PHEOC).
Planned Start date: 1/10/2021
Planned End date: 31/03/2021
Description of Duties:
The consultant will report to and be guided by WHO Country Office. In collaboration with the Department of Communicable Disease Control (DCDC) and the National Centre for Laboratory and Epidemiology (NCLE), Ministry of Health (MoH) of Lao PDR, the consultant will conduct the following activities and submit regular reports for each activity, including proposed next steps.
- Provide technical support for subnational transmission stage assessments using a multisource approach including response decisions made.
- Monitor and supervise the implementation of multisource surveillance at the subnational level
- Identify next steps to improve the implementation of multisource surveillance at the subnational level
- Support the review and revision of materials including SOPs related to multisource surveillance.
- Support data management related to Covid-19 and other communicable diseases
- Support case investigation and contact tracing for Covid-19 cases, and other communicable diseases
- Support the Lao Field Epidemiology Training Programme
- Administrative support on the preparation of proposals and budgets and other documents
- Interpret and translation between Lao and English as needed.
Knowledge & skills:
- Consultant should have public health work experience in surveillance.
- Skills in planning, training, program implementation and monitoring and evaluation of interventions are essential.
- Ability to interact effectively with health professionals at various levels and to work with national counterparts, and international technical staff.
- Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
- Strong communication and interpersonal skills.
- Proficiency in standard MS Office applications including MS Excel, MS Word and MS PowerPoint are essential.
Education:
Essential: Bachelor degree in medicine or health related field
Desirable: Master degree in epidemiology or public health
Experience:
Essential: At least two years’ substantial work experience in epidemiology or public health.
Desirable: Experience in managing surveillance programmes
Languages:
Proficient in English
Proficient in Lao
Other skills (e.g. IT): Proficiency in standard MS Office applications.
