National consultant (WHO Health Emergencies Programme)
Purpose of the Post:
To provide technical support to Ministry of Health for preparedness and response of COVID-19 (Coronavirus disease 2019) and other outbreak prone diseases in Lao People’s Democratic Republic.
Description of Duties:
The consultant will report to and be guided by WHO Country Office. In collaboration with the Ministry of Health (MoH) of Lao PDR, the consultant will conduct the following activities and submit regular reports for the activities.
· Support data management related to Covid-19
· Support case investigation and contact tracing for Covid-19 cases, and other communicable diseases
· Support the monitoring and evaluation of surveillance systems in Lao PDR
· Develop materials for trainings and meetings related to COVID-19 and other public health emergencies
· Support the Lao Field Epidemiology Training Programme (Lao FET) activities including field work supervision.
· Support in developing activity proposal, budget plan and technical report related to COVID-19 and other surveillance activities
· Translate relevant documents including those related to Covid-19
· Interpret between Lao and English as needed.

Education:
Qualifications required:
· Bachelor’s degree in health-related studies.
Experience required:
· Essential: At least two years of substantial work experience in epidemiology or public health.
· Desirable: Experience working in surveillance programmes to detect acute public health events.
Knowledge & skills:
· Consultant should have public health work experience in surveillance.
· Skills in planning, training, program implementation and monitoring and evaluation of interventions are essential.
· Ability to interact effectively with health professionals at various levels and to work with national counterparts, and international technical staff.
· Strong communication and interpersonal skills.
· Proficiency in standard MS Office applications including MS Excel, MS Word and MS PowerPoint are essential.
