The World Health Organization has a vacancy for the position of:

 

VDI COVID coordination STC (for the period of 9 Months)

 

Purpose of the Post:

This consultancy, based in Pakse, Lao People’s Democratic Republic (Lao PDR), will support the Ministry of Health of Lao PDR on all aspects of COVID-19 deployment and vaccination in four provinces – Champasak, Attapeu, Sekong, and Saravan.

 

Description of Duties:

Under the supervision of the Vaccine Preventable Disease & Immunization (VDI) Team Lead and the management of the WHO Representative, the consultant will be responsible for delivering the following:

 

Output 1 Programme Management:   Assist four provincial health offices (PHO) on all aspects of COVID-19 vaccination-related programme implementation including providing cold chain and logistics data, budgetary and financial data, and other necessary data to monitor COVID 19 vaccination programme implementation.   Share information and relevant updates with MOH/NIP on progress of COVID-19 vaccination implementation.

 

• Deliverable 1.1: Work with MOH colleagues in four provinces to assess local capacity (regional, provincial and district) capacity to store and manage COVID-19 vaccines without exposing routine vaccines to supply disruptions
• Deliverable 1.2:  Review and aggregate micro plans to support the rapid deployment of doses and availability of sufficient funding for related deployment and operational costs.
• Deliverable 1.3: Monitor timelines so that dose 1 is delivered within 5 days of receipt and dose 2 is delivered at correct interval for each COVID-19 vaccine
• Deliverable 1.4: Support PHOs to accurately aggregate and report COVID-19 doses administered and AEFI cases in DHIS2
• Delivery 1.5: Conduct supportive supervision on COVID-19 vaccination training and immunization role out, etc.

Output 2: Support PHOs to prepare appropriate vaccine communications strategy ahead of COVID-19 vaccine introduction

• Deliverable 2.1 – Support PHOs in the implementation of the National Deployment and Vaccination Plan for COVID-19 vaccines communication strategy, ensuring that materials and messages appropriately address: (1) misinformation related to vaccine supply and availability, (2) COVID-19 vaccine efficacy and safety, (3) selection of target populations and rationale, (4) factors contributing to the acceptance and uptake of the COVID-19 vaccines
• Deliverable 2.2 – Ensure Information, Education and Communication materials are prepared to support risk communication and community engagement before vaccine rollout
• Deliverable 2.3 – Work with technical unit to address Adverse Events Following Immunization (AEFI) messages, if needed
• Deliverable 2.4 – Provide bi-weekly COVID-19 vaccination progress summary to MCH/NIP and WHO collaborators

 

Knowledge & Skills:        

Knowledge and skills immunization; Offers technical input and professional advice in the    consolidation and implementation of country programmes.

 

 

 

Education:

Advanced university degree in medicine or public health.

 

Experience:

Minimum of seven years of experience in immunization program implementation including experience of outbreak or emergency settings. The consultant should have experience of working within the UN system or with UN partners. 

 

Languages: 

Written and spoken fluency in Lao and English is essential. Written and spoken fluency in another UN or Lao language is desirable
