Context:
The International Organization for Migration (IOM) is committed to the principle that safe and orderly migration benefits migrants and society and is essential for achieving the Sustainable Development Goals (SDGs). As a global intergovernmental organization, IOM supports the Member States to effectively manage the various challenges related to migration. IOM contributes towards the physical, mental, and social well-being of migrants, enabling them and host communities to achieve social and economic development. IOM has been working in Lao People’s Democratic Republic (PDR) since 2002 and has established a fully operational mission since the country became a member-state in June 2018.
Health Project Assistant serving as a dynamic driver both technical support implementation and administration has the role and responsibilities across three elementary streams of project activity implementation, project management support, and project administration support.
Core Functions / Responsibilities:
- Ensure timely and quality implementation of activities, including training, refresher training, facilitation of meetings, regular updates and visits, participation in monitoring and evaluation activities included field monitoring and related task based on IOM’ standard, for example, attendance sheet, pre and post-test results, to fulfil IOM, donor and UN Country Team (UNCT) reporting requirements.
- Assist the National Project Officers in strengthening the relationship and coordinating the effective implementation of project activities with government partners, UN agencies, civil society organizations, and private sectors at the technical level;
- Participate in internal and external meetings as well as project activities as assigned and assist in interpretation; provide inputs on mainstreaming migration issues, advocating for migrants rights, and forwarding IOM’s mandate;
- Assist in verifying, screening, and detailed checking of the partner financial reports and supporting documents, tracking the submissions of financial and narrative reports by the project partners, and alert partners to upcoming deadlines to ensure timely submissions
- Assist in ensuring the project team, and partners comply with donor(s) and organization financial and other relevant management guidelines and policies
- Assist National Project Officer to control financial planning and reimbursements / payments
- Regularly contribute to reflection and review process of team performance.
- Provide support on administrative and logistic tasks to ensure effective implementation of Health migration activities, in coordination with relevant IOM units in Lao PDR mission and other relevant missions/ regional office;
- Prepare timely draft/keep track/follow up on official letters to the government-related departments
- Strictly practice all required safety and security policies and administration policies and procedures related to documentation work.
- Be the focal person for Health Unit in the absence of the National Health Project Officer
- Support communications team and ensure any visibility and publication aligned with donor and IOM branding and marking requirements;
- Assist in drafting social media content (Facebook, Twitter, etc.) related to Migration Health activity.
- Assist in ensuring the project activity, and partners comply with donor(s) and organization financial and other relevant management guidelines and policies
- Undertake duty travel relating to project activities, as required
- Perform such other duty as may be assigned
Required Qualifications and Experience
Education
- Completed High School diploma from an accredited institution, with four years of relevant experience preferably in similar roles;
- or Bachelor’s degree in Social Sciences, or other related fields with two years of relevant professional experience
Experience and Skills
- At least two years of experience in migration.
- Knowledge of the immigration issues in Lao PDR is an advantage
- Experience in working closely with the government sector, non-government sectors, and the UN Agencies;
- Good interpersonal skills and ability to maintain trust and good working relationships with counterparts;
- Experience in organizing and coordinating workshops and training;
- Proven drive for results and effective administrative/logistics management;
- Experience in managing and coordinating workshops and training;
- Commitment to the Prevention of Sexual Abuse and Exploitation (PSEA).
- Good computer knowledge in MS office packages.
- Familiarity with financial and business administration.
- Good communication and negotiation skills.
- Team-work-oriented, capacity to work independently with minimal supervision.
- Ability to work well under pressure and to keep deadlines.
- Willingness to travel to remote areas.
- Sound and proven understanding of internal and international migration issues in Lao PDR.
- Knowledge of the United Nations system is an advantage
Languages
Fluency in English and Lao (Oral & Written). Fluency in other languages may be an asset.
