WHONational Consultant for Nutrition Information System Strengthening
The World Health Organization has a vacancy for the position of:
National Consultant for Nutrition Information System Strengthening
(Short Term Consultancy for an initial period of 6 months)
Purpose of the Post:
The purpose of the consultancy is to assist the National Nutrition Centre and the Department of Planning and Cooperation of the Ministry of Health in strengthening nutrition surveillance within the national Health Management Information System, and programme management for WHO nutrition related activities. The consultant will work closely with the Department of Planning and Coordination within the MOH to develop and build capacity on developing software tools and strategies on nutrition information systems.
Additionally, the consultant will provide technical support to the collection of related health data, systematic information management, developing and managing DHIS2-based tools and databases related to nutrition and tracking of related national, programmatic and UHC/SDG indicators.
Description of Duties:
He/she will work under PDR under overall guidance of the Technical Officer – Health Information Systems to provide support to National Nutrition Centre and the Health Information Division of the Department of Planning and Cooperation in strengthening nutrition information systems.
Output 1: Provide technical support for the development of a national action plan for strengthening and harmonizing the national nutrition information system;
Deliverable 1.2: Review plans for further scale up and develop a national action plan for strengthening national nutrition information system
Output 2: Support the effective coordination/integration of the nutrition program into the national health information system (DHIS2);
Deliverable 2.1: Support the design, development and roll out of nutrition data systems within the existing HMIS on DHIS2 platform
Output 3: Provide technical support to the Ministry of Health for the implementation of the action plan for improving the quality and availability of routine data for nutritional surveillance;
Deliverable 3.1: Develop a clear implementation plan for the implementation of the action plan in liaison with all relevant partners
Output 4: Develop locally relevant tools and support capacity building for those involved in routine nutrition data collection and decision makers responsible for nutrition policies and programmes
Deliverable 4.1: Develop Standard Operating Procedures for data systems for nutrition and relevant training material to support capacity building of Ministry of Health officials and various levels
Output 5: Provide technical support to any other development within the scope of Health Information Systems
Education:
- Minimum bachelor’s degree, information systems from a recognised tertiary institution. Post graduate qualifications in information management would be highly regarded.
Knowledge & skills:
- Experience in managing and coordinating health information system projects within a public health context especially DHIS2 development as well as data analysis and report writing
Experience:
- Desirable: Experience in working with government counterparts and development partners supporting the health sector in Lao PDR
Language:
- High level proficiency in spoken and written English and Lao is mandatory
