United Nations High Representative Visits Lao PDR to Reinforce Support for Inclusive and Sustainable LDC Graduation

Vientiane, Lao PDR – 25 April 2025  United Nations Under-Secretary-General and High Representative for the Least Developed Countries (LDCs), Ms. Rabab Fatima, is visiting Lao PDR from 24–26 April 2025 to reaffirm the UN’s strong support as the country prepares for its historic graduation from LDC status in November 2026. Her visit highlights the importance of making this transition inclusive, sustainable, and centered on the well-being of all citizens.

Ms. Fatima began her mission by meeting with H.E. Thongsavanh Phomvihane, Minister of Foreign Affairs. They discussed key actions needed to ensure a successful and sustainable graduation, and emphasized the importance of building a resilient and inclusive future for the people of Lao PDR. The UN reiterated its steadfast commitment to supporting the country throughout this significant transformation.

She later participated in a Policy Roundtable with the National Steering Committee for LDC Graduation. Joined by senior government officials, the discussions focused on national progress, priority areas, and the strategic next steps in the transition process.

“Graduation from the LDC category is not the end, but a new beginning,” Ms. Fatima stated. “It’s about ensuring that every person in Lao PDR, regardless of background, benefits from the country’s development. This transition must be inclusive and leave no one behind.”

In the afternoon, Ms. Fatima met with Prime Minister H.E. Sonexay Siphandone. She thanked him for the warm welcome and commended the Government’s leadership and commitment to the LDC and Landlocked Developing Countries (LLDC) agendas. She congratulated the Prime Minister on the forthcoming graduation and reaffirmed the UN’s full support for a smooth and inclusive transition.

Lao PDR has made notable strides in human development since first meeting two graduation criteria in 2018—advancing in education, health, and infrastructure. The country now fulfills all three thresholds required for graduation, becoming only the second nation to do so comprehensively. This achievement is particularly significant given the challenges posed by the COVID-19 pandemic, climate shocks, and high external debt.

Ms. Fatima also held consultations with the UN Country Team, bilateral and multilateral development partners, international NGOs, and the private sector. These dialogues focused on key transition priorities, including trade competitiveness, climate resilience, and human capital development. She welcomed the Government’s Smooth Transition Strategy (STS), which outlines a forward-looking vision anchored in macroeconomic stability, investment, structural transformation, and climate action.

While acknowledging potential challenges—such as reduced development financing and changes in trade preferences—Ms. Fatima emphasized that these also offer opportunities for economic diversification and stronger global integration.

“Lao PDR’s achievements demonstrate that meaningful progress is possible, even in the face of adversity,” she noted. “Graduation must serve as a platform for building resilience and securing inclusive, long-term development.”

She stressed that success should ultimately be measured not just by indicators, but by the tangible benefits delivered to people—particularly in rural and underserved communities. The UN remains a committed partner in this journey, with continued support in education, healthcare, and climate adaptation.

Ms. Fatima also underscored the importance of continued international cooperation. She encouraged Lao PDR to actively engage in global development platforms, such as the 3rd UN Conference on Landlocked Developing Countries (LLDC3) in August 2025, to share its experiences and strengthen partnerships that will sustain progress well beyond graduation.
