BACKGROUND
The COVID-19 pandemic has brought upon enormous logistics requirements particularly to the Ministry of Health and the procurement and supplies consumables and equipment has been supported by a multitude of partners. WHO has supported a significant proportion of the equipment and supplies through funding from various sources. This has also caused a greater demand for logistics support which is envisaged to continue throughout 2023. Strengthening WHO’s capacity in operations and logistics particularly given the larger volume of supplies and logistics the Country Office is involved is of paramount importance.This includes supporting the oversight support for the installation/commission of Oxygen PSA plants in provincial hospitals. The purpose of this emergency recruitment is to support effective response operations related to the COVID-19 pandemic, with a technical focus on Operations Support and Logistics at the WHO Country Office and also to support the Central Logistics Committee of the Ministry of Health in strengthening and streamlining logistics processes.
With this in view, WHO Laos PDR is recruiting a consultant under below terms of reference.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The purpose of this consultancy is to provide technical assistance for operations and logistics pillar of WHO to the ongoing COVID-19 pandemic and also to strengthen logistics operations of the Ministry of Health.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output 1: In collaboration with the Administration team, provide operation and logistics support to the Country Office
- Deliverable 1.1: Supporting procurement of COVID-19 supplies and equipment with all documentation and ensuring they are all in line with WHO standard processes and conform to WHO rules and regulations
- Deliverable 1.2: Follow up on procurement and ensure timely delivery as per agreed timelines
- Deliverable 1.3: Ensure all procurement requests are duly processed in a timely manner on WHO’s ERP (GSM)
- Deliverable 1.4: Ensure adequate storage practises are followed within WHO Country Office
- Deliverable 1.5: Document all procurement of COVID-19 supplies and equipment which have been completed and are in the pipeline in a systematic way for monitoring and reporting
- Deliverable 1.6: Perform any other incident-specific related duties, as required by the Incident Manager or WHO Country Representative
- Deliverable 1.7: Establish a list of service providers in logistics in Lao PDR and a list of service providers who hold Long Term Agreements with UN agencies
- Deliverable 1.8: Conduct an assessment of key POEs in Lao where WCO usually receives donated goods
- Deliverable 1.9: Support the office in establishing Long Term Agreements with suppliers in operation and logistic areas
Output 2: Coordinate among the three levels of the Organization to ensure the timely provision, delivery and distribution of supplies for WHO COVID 19 response in the case of international procurement
- Deliverable 2.1: Ensure all catalogue items are procured through due WHO processes
- Deliverable 2.2: Coordinate closely with all three levels of the organization to ensure timely delivery of supplies
- Deliverable 2.3: Process all importation documentation required for the logistics in liaison with relevant authorities and contracted local agencies
- Deliverable 2.4: Develop an one page note on importation permit process and list of POE in Laos and recommendations
Output 3: Work with counterparts on strengthening national logistics systems to support preparedness and response operations
Deliverable 3.1: Liaise closely with the Ministry of Health and relevant partners in order to organize necessary preparations for import, distribution, installation, training as needed. This is inclusive but not limited to minor civil / construction works.
Deliverable 3.2: Liaise closely with the Central Logistics Committee of the Ministry of Health and relevant partners and strengthen national capacities in logistics management
Deliverable 3.3: Work with other UN agencies and provide recommendations to improve the national logistics systems
METHODS TO CARRY OUT THE ACTIVITY
The contracted consultant should support operations support including procurement and logistics for WCO’s COVID-19 preparedness and response efforts.
Under the direct guidance of Programme and Administrative Officer, the consultant would be expected to support the processing of procurement requests from MoH and within WHO including drafting documentation for the competitive bidding processes, evaluations of the bids, awarding of contracts for the supplies, ensuring that delivered good are as per the technical specifications and that they are supplied in a timely manner and that they are delivered to the relevant unit within MoH with proper handing over documentation. Also ensure that if equipment supplies include training, they are scheduled and carried out by the supplier. Ensure all documents are duly processed on WHO’s ERP (GSM) and that fair and transparent competitive processes are followed as per WHO rules and regulations. Also maintain a clear track of supplies so that their status could be known at any given time and also to prioritize emergency supplies and fast track their processing within WHO’s guidelines. The consultant would also be expected to produce reports on the status of procurement including those completed since 2020, particularly to contribute to donor reports.
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: A university degree in public or business administration, logistic management, logistics, engineering or related field from an accredited/recognized institute
Desirable: Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistic, transport or supply management and monitoring, including training in cold chain management system. Experience with civil / construction works that are to be done prior to installation of donated equipment.
EXPERIENCE
Essential: At least five years’ related experience in managing emergency logistics operations and humanitarian supply chain management.
Desirable: Having working experience with international organization, UN agencies
TECHNICAL SKILLS & KNOWLEDGE
- Proficient in standard office software applications
- Knowledge of WHO and/or UN system.
- Demonstrated ability to meet deadlines and work under pressure
- Ability to be flexible and respond to change
- Good communication skills
- Demonstrated knowledge in emergency logistics management with proven ability to identify and solve technical problems in difficult circumstances
LANGUAGES
Written and spoken fluency in English is essential.
OTHERS
In addition, the contractual partner must have no direct or indirect interest in the tobacco industry, alcohol industry, arms dealing or human trafficking, and breast milk substitutes

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visa requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
Medical The selected Consultant will be expected to provide a medical certificate of fitness for work.
