WHONational Health Information Systems Officer
Purpose of the post:
- To support the Health Information Unit in Department of Planning and Cooperation, Ministry of Health (MoH) in its project management role in digital health strengthening;
- To strengthen nutrition information systems;
- To provide technical support in the overall management and strengthening of health information systems.
Summary of assigned duties:
Under the supervision of Technical Officer for Health Information Systems at the WHO Country Office and in close collaboration with the senior technical officers in Department of Planning and Cooperation, MoH, the incumbent is expected to perform the following duties:
Digital Health Project Management Support
- To support coordination and finalize the drafting of the digital health strategy and related activities;
- Support and monitor the implementation of the digital health strategy and related activities;
- Support MoH in keeping of track of all digital health development within MoH and support coordination with stakeholders;
- Support DPC to organize regular meetings Technical Working Group meetings and ensure meeting minutes are drafted and followed up and participant lists are maintained;
- Support MoH in ensuring interoperability between different information systems and drafting of interoperability standards.
Nutrition Information Systems Strengthening Support
- Support coordination with UNICEF and WHO to strengthen Nutrition Information Systems in Lao PDR;
- Support DPC to finalize programming of nutrition related indicators on DHIS2;
- Support DPC to develop informative dashboards on nutrition related indicators on DHIS2 for active monitoring;
- Support the development of related guidelines, SOPs and manuals on new tools developed for the strengthening of nutrition information systems.
Timeline/ Duration of assignment
The health information support officer will be offered a contract for twelve months subject to further renewal depending on performance and funding availability.
Education:
- Advanced university degree in IT, Computer Science, Statistics, Management or Public Health related majors.
Experiences:
- At least two years' experience in Information Technology and one year in handling public health database management and reporting systems;
- Good command of knowledge and experience in DHIS2 and its application to public health programmes.
Knowledge & skills:
- Knowledge and experience in computer programming particularly in JAVA Script, SQL, HTM would be an added advantage;
- Knowledge in health systems and medical informatics would be an asset;
- In-depth knowledge in OpenHIE, FHIR and other health interoperability standards would be an asset.
Language:
- Essential: Excellent written and verbal proficiency in English. Ability to speak Thai/Lao would be an added advantage.
