WHONational Public Health Emergency Operating Centre (PHEOC)
Special Service Agreement (SSA)
Purpose of the Post:
To provide technical support to Lao People’s Democratic Republic (PDR) Ministry of Health (MoH) in strengthening the functionality of the Public Health Emergency Operating Centre (PHEOC) to effectively detect, respond to and prevent public health emergencies, and to specifically test this functionality using malaria and other locally relevant communicable diseases.
Description of Duties:
- Support the WHO CO PHEOC focal point in the day to day activities for strengthening PHEOC
- Working with DCDC and WHO CO PHEOC focal point, assist with the coordination mechanisms of the PHEOC with central and provincial levels
- Working with DCDC and the WHO CO PHEOC focal point, assist with the implementation of the PHEOC training program at central level and provincial level
- Provide translation and interpretation support to the WHO CO PHEOC focal point for PHEOC activities
- Perform other duties as required by the WHO CO PHEOC focal point
Output/s
Output 1: PHEOC core staff and Provincial EOC staff have greater understanding of EOC, IMS and how to operationalise the IMS core functions of management, planning, operations, logistics and administration.
Deliverable 1.1: Monthly progress report
Output 2: Support for interpretation and translation related to PHEOC.
Deliverable 2.1: Any documents or minutes of meetings related to EOC that have been translated or interpreted from Lao to English and English to Lao
Knowledge & skills:
- Knowledge of WHO PHEOC frameworks and IMS
- Experience in training of staff to build their capacity for their role
- Understanding of the Lao political system to be able to advise on best practice for PHEOC work
- Ability to work and interact effectively with national counterparts, non-governmental organizations and international agencies at various levels
- Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct
- Ability to work independently under pressure and to deliver high-quality work on-time
- Strong communication and interpersonal skills
- Good oral and written communication skills
- Good computer skills on using Microsoft Word, Excel, PPT
- Proficiency in standard MS Office applications.
Education:
- Essential: Master’s degree in public health, science, or a related area
Experience
- Essential: The National SSA should have work experience of least five years in working with the international organization and/or Government of Lao and preferably with the Ministry of Health in areas such as communicable and infectious diseases. The National SSA should have strong communication (Lao and English) and interpersonal skills. The National SSA should be able to interact effectively with the national counterpart, non-governmental organizations and international agencies.
- Desirable: Work experience in PHEOC and IMS.
Languages:
- Essential: High degree of competency in reading, writing and spoken Lao and English.
Other skills (e.g. IT): Proficiency in standard MS Office applications.
