WHONational Consultant for malaria surveillance assessment tool development

Purpose of the Post:
The consultant will assist the Lao Ministry of Health (MOH) in preparing the Surveillance Assessment Introduction, Toolkit and Planning MTR Surveillance section.

Description of Duties:
The consultant will assist the Lao Ministry of Health (MOH) in preparing the Surveillance Assessment Introduction, Toolkit and Planning MTR Surveillance section. The specific objectives are to:
- Work with and assist WHO and the Centre for Malariology, Parasitology and Entomology (CMPE) to develop the online surveillance assessment data collection tools by using any opensource software (i.e. Kobo Collect);
- Survey design, data collection, compilation, and management including data analysis
- Under the supervision of WHO technical staff, develop the survey questionnaire in the open source survey tool, develop training materials, pre-/post-training tests, and relevant information/education/communication materials;
- Coordinate between WHO, CMPE and partners regarding training-related activities.

Output/s
Deliverable 1.1 – Assist the Lao Ministry of Health (MOH), WHO and CMPE to develop the online data collection tool for the malaria Surveillance Assessment:
- Develop the data collection tool on an open source platform;
- Work with MOH and stakeholders to use the survey tool, compile and manage the data;
- Conduct simple data analysis, generating national/ province/ district / village results;
- Coordinate and work with other partners that are supporting this work;
- Development of instructions for data management;
- Qualifications required:
Minimum degree in computer science or web developer.
- Experience required:
The candidate should have at least 1 years’ experience working with information systems and have organizational, research and implementation experience.
- Skills / Technical skills and knowledge:
- Experience of data management, analysis and reporting
- Language requirements:
- ability in spoken and written English
Other skills (e.g. IT): Proficiency in standard MS Office applications.
