WHOSpecial Service Agreement (SSA) G4 step 1 - monitoring and evaluation of community engagement activities
(working 5 day per week from August 2022 to June 2023)
Objectives of the programme:
The Evaluation Support Consultant will assist the evaluation team and implement research activities involving interviews and/or survey data collection (as assigned by the Evaluation Team). The Evaluation Support Consultant will liaise with Community Engagement Support Consultants, district-level health authorities, and local leaders while receiving direct technical oversight and guidance from WHO.
The SSA may be based in Vientiane with frequent travel to the project areas. The incumbent reports to the WHO hiring manager with complementary oversight the CONNECT Evaluation Team. Assisting in the evaluation of a government-led initiative, the consultant will support specifically the monitoring and evaluation of community engagement activities.
Description of the duties:
- Finalised qualitative and quantitative research instruments
- Training of the data collection teams
- Data collection
- Finalization of clean data set
Knowledge and Skills:
Education:
- Undergraduate degree in international development or related field in the social or health social sciences (e.g. sociology, anthropology, education, political sciences, public health, nursing).
Required experience:
- At least 3 years’ experience in community engagement and survey or interview-based research in rural communities in Lao PDR;
- Team supervision;
- Project management and implementation;
- Collaborating with the Lao government, international organizations, and community leaders.
Skills / Technical skills and knowledge:
- Strong communication and public relations skills;
- Networking capability, interpersonal skills, and ability to promote teamwork;
- Ability to take initiative to move complex processes forward to achieve results;
- Ability to work harmoniously as a member of a team;
- Capable to adapt to diverse educational and cultural backgrounds;
- High degree of integrity, discretion, and personal conduct.
Language:
- Fluency in Lao is required
- Fluency in English is preferred
Place of assignment:
- Extensive travel to Provincial, District, and Village levels is required for this assignment.
