Purpose of the Post
This consultancy will be based in Vientiane, Lao People's Democratic Republic (Lao PDR), and will support the National Immunization Ministry of Health of Lao PDR on coordination of planning, budgeting and funding of COVID-19 vaccine and Routine immunization-related activities especially micro-planning.
Description of Duties:
Under the supervision of the Vaccine-Preventable Disease & Immunization (VDI) Team Lead and the management of the WHO Representative, the Consultant will be responsible for delivering the following:
Output 1 Programme Management: Assist the National Immunization and the National Center of Laboratory and Epidemiology on all aspects of COVID-19 vaccination and Routine immunization-related programme planning, budgeting, and funding process.
- Deliverable 1.1: Continuously managing WHO-MOH annual Workplan funding; planning and budgeting of activities related to COVID-19 vaccination and routine immunization in collaboration with the National Immunization Programme (NIP) and the National Center for Laboratory and Epidemiology (NCLE)
- Deliverable 1.2: Review funding proposals and budgets from NIP and NCLE to align with WHO funding protocols, i.e., direct financial cooperation (DFCs).
- Deliverable 1.3: Monitor timelines for submission of DFC reports.
- Deliverable 1.4: Support NIP/NCLE on all aspects of programme management, especially funding-related issues.
- Deliverable 1.5: Support VDI technical unit on NIP procurement requests.
Output 2: Coordinate with NIP on the implementation of GAVI HSS and CDS need-based funding activities
- Deliverable 2.1: Support NIP in collaboration with CHAI to develop a detailed work plan for GAVI HSS activities for Routine immunization activities and COVID-19 vaccines activities on CDS need based funding to align with DPs-NIP workplan and avoid duplication of activities.
- Deliverable 2.2: Support NIP on reviewing GAVI HSS and CDS need based activities funding requests from the provincial level.
- Deliverable 2.3: collaborate with GAVI/GFA team on monitoring of the implementation of the GAVI funding to the provincial level.
Education:
University degree in financing, business administration, public health or related field. Advanced degree is desirable.
Knowledge & skills:
Knowledge and skills immunization; Offers technical input and professional advice in the consolidation and implementation of country programmes.
Experience:
Minimum of 2 years of working experience in administration, operations or programme management field. The experience of working within the UN system or with UN partners is desirable.
Language:
Written and spoken fluency in Lao and English is essential. Written and spoken fluency in another UN or Lao language is desirable
