(Short-Term Contract, June-December 2022)
Purpose of the Post:
The World Health Organization (WHO) Country Office in Lao PDR is looking to hire an experience national consultant to support the technical working group under the leadership of the Ministry of Health to develop national tobacco control strategy for Lao PDR. This is to ensure that the government of Lao PDR implement its obligations under the WHO Framework Convention on Tobacco Control (FCTC).
Description of Duties:
In collaboration with the Department of Hygiene and Health Promotion, Ministry of Health and WHO Representative Country Office in Lao PDR, the consultant will be responsible for the development of the tobacco control strategy according to the outputs and deliverables below:
Output 1: Desk review on existing law, policy, decrees and regulations on tobacco control
Deliverable 1.1: Support the Department of Hygiene and Health Promotion, MOH to collect existing law, policy, decrees and regulations with health and non-health sectors for review.
Deliverable 1.2: Review the law, policy, decrees and regulations with summary of key points that fit to the development of the National Strategy on Tobacco Control in consultation with the Department of Hygiene and Health Promotion, MOH and the technical working group for the development of the National Strategy on Tobacco Control
Deliverable 1.3: Provide translation/interpretation from Lao to English and English to Lao as required.
Output 2: Support revision and finalization of the draft national tobacco control strategy in line with priorities of the government based on the local context and situation.
Deliverable 2.1: Facilitate discussion of the technical working group meetings under the leadership of the Department of Hygiene and Health Promotion, MOH to review and revise the draft National Tobacco Control Strategy in collaboration with WHO, UNDP and development partners.
Deliverable 2.2: Support the Department of Hygiene and Health Promotion in organizing consultation meetings with related line ministries, WHO, UNDP and development partners through virtual meetings and/or face to face meetings to obtain useful information, advices and comments so as to improve the draft National Tobacco Control Strategy to ensure it is comprehensive, practical and fit to the national context in the sustainable way.
Deliverable 2.3: Finalize the draft National Tobacco Control Strategy with the technical working group under the leadership of the Department of Hygiene and Health Promotion, MOH for their final review.
Deliverable 2.4: Support the Department of Hygiene and Health Promotion, MOH in launching and disseminating the strategy
Deliverable 2.5: Other relevant tasks related to tobacco control program upon request from WHO office.
Education:
- University degree in public health or law from a recognized university
- Desirable: public health
Knowledge & skills:
Proficient in standard MS Office software applications
Experience:
- Minimum of two years of work experience in public health or law or other related fields.
- Desirable: Previous work experiences in public health, specifically related to implementation of WHO FCTC and National Tobacco Control Law and regulations
Language:
Written and spoken fluency in English (Read – Write – Speak / "Expert" level)
Other skills (e.g. IT): Proficiency in standard MS Office applications.
