WHOOff-site National consultant to support the Ministry of Health to strengthen health system for noncommunicable diseases
(Short-Term Contract, April 2022 to March 2023)
Purpose of the Post:
The World Health Organization (WHO) Country Office in Lao PDR is looking to hire an experience national consultant for the noncommunicable disease (NCD) programme to provide technical support to the Deparments of Hygiene and Health Promotion and Health Care and Rehabilitation, the Ministry of Health to strengthen health system for noncommunicable diseases in Lao PDR.
Description of Duties:
In collaboration with the Ministry of Health of Lao PDR, the WHO Representative, Department of Health Systems (Non-communicable Diseases Unit team, the incumbent will perform the following functions:
Output 1: Finalize and endorse Lao PEN package
Deliverable 1.1:Work with technical working group (TWG), Departments of Hygiene and Health Promotion and Health Care and Rehabilitation to finalize LAO PEN Package, operational plan and IECs for health care providers and community with support from WHO Country Office and WHO Regional Office for the Western Pacific.
Deliverable 1.2: Work with the Department of Health Care and Rehabilitation, MOH to ensure proper endorsement of the LAO PEN package by the leader of the MOH.
Deliverable 1.3: Work with the Department of Health Care and Rehabilitation, MOH to organize a launching event with key ministries, stakeholders and development partners.
Deliverable 1.4: Provide translation from Lao to English and English to Lao as required.
Output 2: Integrate NCDs and LAO PEN package into primary health care.
Deliverable 2.1:Work with the Departments of Hygiene and Health Promotion and Health Care and Rehabilitation MOH to integrate NCDs and Lao PEN into primary care
Deliverable 2.2:Work with the Departments of Hygiene and Health Promotion and Health Care and Rehabilitation to conduct high level meetings among MOH departments to discuss the integration and implementation of NCD and Lao PEN package into primary health care.
Deliverable 2.3: Work with the Departments of Hygiene and Health Promotion and Health Care and Rehabilitation MOH to conduct training of trainers to central, provincial and district teams on NCDs and Lao PEN package.
Deliverable 2.4: provide supportive supervision to central, provincial and district teams on the integration and implementation of NCDs and Lao PEN package in selected community, district and province.
Note:
- Upon finalization of the contract intellectual property of content and products shall revert to WHO.
- Any data or results may not be shared or distributed beyond the project team member without approval of the responsible officer in WHO.
Education:
University degree in medicines or public health from a recognized university
Desirable: medical degree
Knowledge & skills:
Proficient in standard MS Office software applications
Experience:
Minimum of two years of work experience in public health, noncommunicable diseases, health systems or other related fields.
Desirable: work experiences in NCDs, specifically related to implementation of WHO and LAO Package of Essential Noncommunicable Diseases Interventions in Primary Care or LAO PEN Packages.
Language:
Written and spoken fluency in English (Read – Write – Speak / "Expert" level)
Other skills (e.g. IT): Proficiency in standard MS Office applications.
