WHOOff-Site national Short-Term Consultant Financial Analyst final edits

Objectives of the programme:
The WHO is seeking a talented and experienced Financial Analyst to map and analyse the Ministry of Health (MoH) funds supporting the RMNCAH 2016-2025 strategy.
Description of the duties:
- Meet counterparts from MoH and development partners;
- Review essential health service packages (EHSP) costs and RMNCAH Action Plan implementation costs;
- Develop spreadsheets and charts that map RMNCAH funds and gaps in collaboration with Swiss Red Cross;
- Lead data collection from MoH and development partners;
- Contribute to the analyse and presentation of financial data;
- Introduce financial tools and support as needed with the development of budget briefs, fund trackers, and reports such as budget versus actual variances;
- Train on the use and management of new financial tools and practices;
- Contribute to the introduction of innovation, dissemination and sharing of best practices and lessons learned on finance matters.
Knowledge and Skills:
Education:
- BA/BS in Accounting, Finance, or relevant field;
Required experience:
- At least three (3) years of experience in financial analysis, and/or project financial management;
- Professional certification and membership of recognized accounting body recommended
- A thorough understanding of budgetary processes and variance analysis;
- Able to develop and manipulate spreadsheets to present required data;
- Accounting / Financial analysis experience within a corporation, NGO or government entity;
- Experience communicating financial information to management and donors;
- Strong computer skills specifically in Excel, Outlook and the Windows operating environment;
- Familiarity with accounting cycles of the government of Lao PDR and development partners a plus;
- Audit experience would be an added advantage
Language:
- Fluency in English and Lao language is essential
Place of assignment: Vientiane, Lao PDR
