How can you make a difference?
The Nutrition Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to support the identification, selection, and data entry of all label information for commercially available complementary foods intended for children under 3 years of age in Southeast Asia. The consultant will identify large retail outlets in Vientiane, Lao PDR and from these retail outlets review and purchase commercially available complementary foods intended for children under 3 years of age. The consultant will use an online data reporting tool to translate and enter key information from the label of selected commercially available complementary foods.
Work Assignment:

- Identify large scale retail outlets for CACF
- Use a web-based search criterion to identify the major retail outlets in Vientiane, Laos PDR and complete a Retail Outlet List of each identified retail outlet. Categories of large retail outlets will include:
- Supermarket/hypermarket/ large grocery store
- Department store with a baby section
- Stand-alone baby store
- Large pharmacy
- Use a web-based search criterion to identify the major retail outlets in Vientiane, Laos PDR and complete a Retail Outlet List of each identified retail outlet. Categories of large retail outlets will include:
- Identify large scale retail outlets for CACF

- Select participating stores for each identified retail outlet
- The consultant will determine if each identified retail outlet has an online presence or only brick-and-mortar stores. For retail outlets with an online presence, the consultant will assess the online store for CACF products. For both retail outlets with an online presence and brick-and-mortar only presence, the consultant will visit the largest store in Phnom Penh and assess all CACF products sold in that store.
- Review and purchase CACF products:
- The consultant will participate in a field worker training on identifying CACF and on the purchasing procedures before, during and after purchasing and the use of purchasing documents and forms prior to any CACF purchasing activities.
- Using a CACF Product List on a mobile phone application platform the consultant will register each product purchased online and in brick-and-mortar stores. The following information will be entered into the CACF Product List: product code; store code; manufacturer; brand; sub-brand; descriptive name; flavor variant; age recommendation; age category; image of a child under 3 years/image of a child with feeding bottle’; no Lao/English on label; net weight; price per container; date purchased.
- Purchase all applicable CACF products and stored for further data entry.
- Photograph the labels of all CACF products
- The consultant will photograph the labels of all the purchased CACF products using a mobile phone application. Training for the national researchers and training material for label photographing will be provided prior to data capturing activities.
- Enter label information for all CACF products into online data reporting tool
- The consultant will use a standardized online data reporting tool to collect information from the labels of selected CACF products for nutrition information and messages. The consultant will translate into English any labels in Laos directly into the data collection tool. Training and training materials on label translation will be provided.
- Data validation
- The consultant will review with a second data entry person the results of a double data entry validation conducted on the entered CACF product information and correct any errors due to incorrect data entry. Errors due to translation or interpretation difference between the consultant and second data entry person will be reviewed with UNICEF EAPRO.
- The consultant will provide assistance to UNICEF EAPRO during an independent 10% error check.
- Select participating stores for each identified retail outlet

Duration of Contract: The assignment should take place between 13th October and 31st December 2021.

To qualify as an advocate for every child you will have…
- Education:
- A university degree in health or nutrition or other related science field is preferable.
- Work Experience:
- A minimum of 5 years of relevant professional experience in data collection.
- Proven experience in mobile data collection platforms with experience using the ONA platform an asset.
- Expertise in Infant and Young Child Feeding is an asset.
- Competencies:
- Excellent communication skills.
- Excellent organizational skills.
- Demonstrable data entry and research skills, review and synthesis of data and information.
- Language Proficiency:
- Excellent oral and written Lao and English skills are required.
