Purpose of the Post
This consultancy, based in Vientiane, Lao PDR, will support the National Immunization Ministry of Health of Lao PDR in conducting mini-COVID-19 vaccine post-introduction evaluation and preparing for the COVID-19 vaccination coverage survey.
Description of Duties:
The COVID-19 vaccination program in Lao PDR is taking place in phases, targeting different populations, and requiring different delivery strategies than many established routine childhood immunization programs. WHO recommends countries conduct COVID-19 post-introduction evaluations (cPIEs) in the early, mid, and long-term phase of introduction to optimize vaccine deployment and gather programmatic lessons learned.
A “mini-cPIE” is a facilitated discussion with national and subnational stakeholders done early in implementation (2–6 months post introduction) to identify gaps and propose corrective measures to strengthen continued vaccination activities. Mini-cPIEs utilize the WHO COVID-19 Intra-Action Review (IAR) methodology through the vaccination pillar. Mini-cPIE tools assist countries to rapidly reflect on the status of the COVID-19 vaccination program and propose actionable activities to improve vaccine rollout without the need for extensive data collection.
To develop the immunisation delivery systems and infrastructure required to ensure COVID-19 vaccines access to priority populations and take proactive action to ensure equal access to everyone who qualifies under a priority group, particularly socially disadvantaged populations is one of 6 WHO SAGE principles for the allocation and prioritisation. However, the administrative coverage through DHIS2 is not specifically capturing hard-to-reach, disadvantaged, minority population. To help seeing if the vaccines have reached those segment populations as defined in the National Deployment and Vaccination Plan for COVID-19 vaccines after Stage 2, a COVID-19 vaccination coverage survey is planned to be conducted (expected to be early 2022).
Education:
The first level university degree in communication, public health or related field. Advanced degree is desirable.

Experience:
Essential: Minimum of 3 years of working experience in monitoring and evaluation or public health.
Desirable: Knowledge of immunization. Experience of working within the UN system or with UN partners.
Language:
Written and spoken fluency in Lao and English is essential. Written and spoken fluency in another UN or Lao language is desirable
