On-site Consultancy on Development Costing Plan of the National Strategic Plan for Viral Hepatitis
(Short-Term Consultant Contract, 3 months, October to December 2021)
Purpose of the Post:
The purpose of the Short-Term Consultant is to support the Ministry of Health (MOH) and the national stakeholders to develop a first viral hepatitis National Strategic Plan (NSP) for 2022-2026 and Annual Operational Plan for 2022 for viral hepatitis.
Description of Duties:
The consultant is expected to work cross-collaboratively with WHO and MOH, and other partners to be led and facilitated, communicated, and organized meetings to:
- Providing technical support to Department of Health Care and Rehabilitation (DHR) to draft the costing plan of the National Strategic Plan for viral hepatitis for 2022-2026. The key activities should be costed and totalled per intervention and responsible agency.
- Support DHR to organize the consultation meeting with key stakeholders to review and provide input on identify funding availability and potential funding sources for each activity.
- Providing technical support DHR to draft the costing plan of the Annual Operational Plan for Viral Hepatitis in 2022. The annual operational plan based on the priority strategic objectives and priority interventions with the responsible implementor.
- Support DHR to organize consultation meeting to discuss and identify the expected funding availability, potential funding sources and period of funding for the Annual Operational Plan.
- Finalize final draft the costing plan of the National Strategic Plan for viral hepatitis for 2022-2026 and final draft the costing plan of the Annual Operational Plan for Viral Hepatitis in 2022.

Education:
Essential: University degree in medicine, health sciences, public health or related field from a recognized university. In the addition, postgraduate studies in public health or in management is needed.
Knowledge & skills:
- Strong skills in writing proposal, planning, costing, implementation, monitoring and evaluation of public health interventions.
- Skills in coordinating multiple stakeholders including government and international organizations.
- Technical expertise in the management of a public health programme with experience of designing and implementing public health related activities.
- Extensive knowledge of public health and the interpretation of epidemiology in a public health context.
- Proficiency in standard MS Office applications.
Experience:
Essential: Minimum 10 years’ experience in public health management. Work experiences on coordination of the meeting and/or health project. Working experiences on strategic planning, action planning, and costing.
Desirable: Work experience in WHO or other international agencies. Work experience with the Ministry of Health and local authorities.
Language:
Written and spoken fluency in English is essential.
