(06-months contract)
Purpose of the Post:
Provide technical support to the Departments of Health Care and Rehabilitation (DHCR) and Hygiene and Health Promotion, Ministry of Health (MOH) to conduct training, monitoring and supervision on mental health and psychosocial support to selected provinces, districts and communities.
Description of Duties:
The consultant will report to and be guided by the WHO Country Office Health Systems Development, in collaboration with the Ministry of Health to accomplish deliverables below:
Output/s
Output 1: Training using the MHPSS guidelines at subnational level
Deliverable 1.1: Support core trainers at central level and facilitate the training on MPHSS in selected provinces, districts and communities with DHR and DHHP.
Deliverable 1.2: Monitor and support the implementation of the MPHSS in provincial and community levels
Deliverable 1.3: Develop an action plan to roll out the MPHSS in consultation with DHR and DHHP.
Output 2: Mental health support during the COVID-19 pandemic and related trainings
Deliverable 2.1: Identify and integrate the basic counselling on MPHSS, social stigma and non-discrimination training package in the context of COVID-19 into the existing MPHSS training package as appropriately with DHR and DHHP.
Deliverable 2.2: Support and facilitate the training on MPHSS in the context of COVID-19 (e.g. stigma, depression and other key mental health issues) to selected village authorities in selected districts/provinces with DHHP.
Deliverable 2.3: Develop a simplified educational and information materials on mental health and psychosocial support and mental health in the COVID-19 outbreak context with DHHP and CCEH.
Deliverable 2.4: Provide translation/interpretation as needed.
Knowledge & skills:
- Excellent knowledge on mental health especially Lao PDR mental health and psychosocial support guidelines, psychological and mhGAP, preferably psychiatrist or similar field would be an asset.
- Excellent interpersonal and communication skills.
- Ability to work independently.
- Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
- Proficiency in standard MS Office applications including MS Excel, MS Word and MS PowerPoint are essential.
Education:
- Essential: Bachelor of Science, Public Health and/or similar fields
- Desirable: Master of Science
Experience:
- Essential: A minimum of one years' of work experience in mental health related works.
- Desirable: Experience in working with international organizations; experience in collaborative programmes. Experience in providing technical and administrative support to government counterparts. Experience in health system strengthening.
Languages:
Proficient English (speaking, reading, listening and writing) is essential.
