The World Health Organization has a vacancy for the position of:
(Lao National On-site Consultancy on Development National Strategic Plan for Hepatitis)
(Short-Term Consultant Contract, 6 months, March to August 2021)
Purpose of the Post:
The purpose of the Short-Term Consultant (STC) is to support the Ministry of Health (MOH) and the national stakeholders to develop a first viral hepatitis National Strategic Plan (NSP) for 2021-2025 and Annual Operational Plan for 2021 for viral hepatitis to guide them in achieving the country’s goal of elimination of the viral hepatitis.
Description of Duties:
The consultant is expected to work cross-collaboratively with WHO and MOH, and other partners to be led and facilitated, communicated, and organized meetings to:
- Support Department of Health Care and Rehabilitation (DHR) to organize technical working group meetings to discuss contents of Annual Operational Plan (AOP) 2021 and review draft documents
- Draft AOP 2021 and update them based on the feedback from Technical Working Group (TWG) members and partners.
- Develop costing plan to implement the AOP 2021, taking into account a range of expected funding availability. The budget should identify potential funding sources for each activity and period of funding and highlight any funding gaps.
- Finalize and get consensus on the AOP 2021 that indicate list of priority activities, cost, responsible organizations which are alight with the NSP 2021-2025.
- Support DHR to organize dissemination meetings on AOP 2021 and write note of record.
- Support DHR to organize technical working group meetings to discuss contents of the NSP 2021-2025 and review draft documents.
- Draft the NSP 2021-2025 and update them based on the feedback from TWG members and partners.
- Develop costing plan to implement the priority actives in the NSP 2021-2025, taking into account a range of expected funding availability. The budget should identify potential funding sources for each activity and period of funding and highlight any funding gaps.
- Finalize and get consensus on the framework of the NSP 2021-2025 including vision, goals, objectives, priority activities, indicators and targets, costing for Viral Hepatitis control for the next 5-years period.
- Support DHR to organize dissemination meetings on the NSP 2021-2025 and write note of record.
Education:
Essential: University degree in medicine, health sciences, public health or related field from a recognized university.
Desirable: Postgraduate studies in public health or in management.
Knowledge & skills:
- Strong skills in writing proposal, planning, costing, implementation, monitoring and evaluation of public health interventions.
- Skills in coordinating multiple stakeholders including government and international organizations.
- Technical expertise in the management of a public health programme with experience of designing and implementing public health related activities.
- Extensive knowledge of public health and the interpretation of epidemiology in a public health context.
- Proficiency in standard MS Office applications.
Experience:
Essential: Minimum five years work experience in the field of public health in national level. Work experiences on coordination of the meeting and/or health project. Working experiences on strategic planning, action planning, and costing.
Desirable: Work experiences in WHO or other international agencies. Work experience with the Ministry of Health and local authorities.
Language:
Written and spoken fluency in English and Lao is essential.
