The Inter-Agency Contingency Plan (IACP) 2026

The Inter-Agency Contingency Plan (IACP) 2026 for Lao PDR outlines the collective preparedness and response arrangements of the Government, UN agencies, INGOs, the Lao Red Cross, and humanitarian partners for the 2026 monsoon season. 

The plan supports Government-led disaster management by defining coordination mechanisms, roles and responsibilities, planning assumptions, response priorities and cluster-level preparedness actions for large-scale monsoon flooding, while also providing reference protocols for small- and medium-scale flood events. It aims to strengthen timely, coordinated and inclusive humanitarian response, with a focus on protecting affected communities and ensuring that assistance reaches those most in need.
