Short-Term local consultancy for supporting review and update related Continuing Professional Development (CPD) in Lao PDR
The purpose of this consultancy is to provide technical support to review and collect relevant information related to current Continuing Professional Development (CPD) system and resources available for CPD in the health sector in Lao PDR. The review and update will provide a basis to develop future direction and recommendations to strengthen CPD and agree on the next steps in order to support quality improvement of health services and health education and implement the licensing/registration system for human resources for health aligned with the HSR strategy, the 9th 5-year HSDP and the HRH strategy by 2030 in Lao PDR.
Description of Duties:
The consultant will work remotely, as part of the WHO Country Office team in Lao PDR under overall guidance from the Coordinator for Health Systems. She or he will collaborate with local consultants who are working on HRH program in WHO office. Further, the consultant will work closely with the Department of Health Personnel and relevant departments in Ministry of Health to provide technical support.
The consultant will conduct literature review of all relevant documents and data on human resources for health from the existing systems such as the Health Personnel Information Management System (HPIMS) and the District Health Information System (DHIS2) and support virtual interviews with key departments and stakeholders in MOH and relevant line Ministries and partners in close collaboration with a local consultant.
He/she will work under overall guidance from the Coordinator for Health Systems and a NPO to provide support to the Department of Health Professionals Education, University of Health Sciences, Department of Health Personnel, Department of Health Care and Rehabilitation and other departments of MoH for overall review and assess the current CPD system and develop future strategy to strengthen it in Lao PDR.
Output/s:
Output 1: Support relevant departments in MoH to collect relevant information related to the CPD system; review and assess the current CPD programme/trainings available and capacity; and develop future plan to strengthen it
Deliverable 1.1: work closely with DHPE, UHS, DHP, DHR, DHHP and other departments/DPs in collecting relevant information and reviewing previous and current trainings, seminars, short courses, education programme courses related to CPD in different subjects/professions of health and resources available
Deliverable 1.2: support DHPE and other departments to map out resources and plan to improve existing CPD programs in a systematic way to be aligned with licensing/registration system
Deliverable 1.3: support DHPE and relevant departments to agree on the next steps to strengthen CPD with key stakeholders and provide guidance and directions in close coordination with the HSD team in WHO Country Office and WPRO team
Output 2: Support other requests during emergency operations in dealing with a potential COVID-19 outbreak particularly in relation to trainings, HRH support and preparedness and readiness of health facilities.
Education:
- Bachelor degree on health administration, public health, health sciences, development or any health related field
- Desirable: Post graduate related to Human Resources for Health, policy development and planning, or public health
Knowledge & skills:
- Technical knowledge and competences in policy development, planning, education and health regulatory system Good analysis and writing skills
- Clear communication skills to support consultation with key stakeholders, management and organization, analytical skills.
Experience:
- Required: Work experiences in health related areas in Lao PDR (3 - 5 years).
Desirable:
- Human Resources for Health planning, medical education or regulatory system; and/or working experiences with the government and development partners.
Language:
- Fluent in spoken and written English
