Technical Officer for TB data
(Special Service Agreement, one-year renewal contract)
Purpose of the Post:
The overall objective of this position is to support the National TB Control Center (NTC) in the strengthening of use and understanding of the broader TB information systems, with a particular focus on improving the programs capacity to utilise the DHIS2 TB tracker-based systems for TB analysis, extraction of key information, improving data quality and routine statistical reports
Under the guidance and supervision of the HTM supervisor, in collaboration with the Ministry of Health (MOH), the HIV/TB/Malaria (HTM) team in the Country Office and in the Regional Office, the incumbent will perform the following:
- Provide technical support to the NTC on strengthening the TB health information system and the TB/HIV tracker in DHIS2;
- Support the effective coordination and integration of TB/HIV programmes into HMIS on DHIS2 platform;
- Provide technical support to improve data quality, data monitoring and the routine statistical reporting of the national TB program;
- Assist NTC to build capacity of health care workers in DHIS2 data entry and data analysis at the provincial and district levels;
- Assist NTC in organizing surveillance and information systems meetings, trainings and conducting supportive supervision visit;
- Assist in translation and interpretation of TB and other related HTM documents;
- Provide technical and related administrative support to implement TB related activities;
Knowledge & skills:
- Demonstrated knowledge of data management programs and processes (data quality, analysis and use techniques)
- Ability to understand the principles of results-based management and develop plans, organize resources and take actions to ensure objectives are achieved within realistic timelines.
- Ability to quickly acquire a thorough working knowledge of essential WHO procedures, policies and rules and regulations that support WHO's presence in countries.
- Ability to work independently and take initiative.
- Very good interpersonal skills with the ability to work well with, and positively relate to, people at all levels and from diverse cultural and educational backgrounds and orientations and maintain a high standard of personal conduct.
- Ability to establish and maintain harmonious relationships with national and international colleagues.
Education:
Essential: University Bachelor’s degree in computer science, information management or related field or its equivalent professional training. A background in developing and maintaining software and web-based systems will be preferred
Experience:
Essential: Minimum two years of experience in area of data management or its related field
Desirable: Experience with international organizations, an advantage
Languages:
Fluent in Lao and High degree of competency in reading, written and spoken English
Other skills (e.g. IT): Proficiency in standard MS Office applications.
